You left out the National Endowment for the Arts. Suppose a terrorist were to submerge an image of Mohammed (Peace be upon him) in a jar of urine. This would naturally lead to riots and possibly even a world war. If it was suspected that he was armed wouldn’t you want a SWAT team beating down his door?

Would that include the Capitol Police SWAT team? After all they aren’t a military agency.
