Here, the process is much different.
In in the US, one president and 535 members of congress make broad brush decisions for hundreds of millions and leave the details to administrators.

Don’t discount his wife’s fascination with the eating and nutritional habits of the people - maybe the most potent weapon of Bolsheviks and Stalin was starvation which was used to kill more Russians between the two world wars than firearms, explosives and chemical weapons combined - tens of millions of citizens were controlled and wiped out by misdirection and denial of adequate food - Michelle may be the secret agent in this regime......
