The church kitchen carries a sign reading, “No Fry Zone.” Minor said, “It’s a symbol, especially with people of color. You’ve got to rally around symbols.”
Minor says he has built a network of 75 to 100 navigators and counselors to work the Obamacare system. “We feel like once you get people in churches and families, they will become de facto navigators,” Minor explained.

Kinda... this was part of their overall plan for redistribution of wealth and signing up additional Democrat voters. To that extent, they are working exactly within the "system" that has been created. Funny, I don't recall hearing about open bids for Navigator contracts in any open media.

The first thing I would do as dictator is ban government grants to private organizations.
What State and what City?
1. How did he learn to apply for Navigator position?
2. To which media/associations/groups was application information given?
3. How will he and his Navigators be monitored, evaluated and disciplined?
4. Am I actually expecting answers to these questions?
