It always happens when a bad banner or header or whatever you call it is placed on the page. It can also happen when an empty banner is there, but mostly it seems when FReepathon banners go up.

Yes, can only get 11 articles, even after I changed my preferences to 20 per page, as I remember we were advixed to do last time this happened.
