Start by lowering the corporate tax rate. The economic illiterate marxist Soetoro won't have any of that though.

“Tariffs funded the USA for the first 80 years of existence.”
The first 80 years of existence the size of all government spending combined was less than 3.7% of GDP, the GDP was minuscule, and the government consistently ran up huge debts with no way to pay it off. Several times public debt was paid off at a penny on the dollar. The government sold off vast amounts of land to raise revenues.
The list of reasons and excuses for why “funding by tariffs” didn't work then is as long as the history of how we arrived at the all powerful government we have today that sucks up more than half of GDP and is in debt beyond comprehension.

The reality is this. 536 men and women in DC have much, much, much more to do with what’s happening in this country than one billion people in China. Our government, with their policies since Clinton have destroyed our credit markets and are now working on destroying the retirement funds of American citizens. Obamacare is far more responsible for job loss/non job creation than China. Capital follows its’ best use and that ain’t America. Regulation and taxation are holding back investment terribly. That’s why, even though I wasn’t a big supporter, I had to support Romney. He understood this, certainly, far better than Clown McCain. I truly believe that Obama is purposely implementing policies to disincentivize investment.
