Why are you trying to blame the "government employees" as you call the deputies for a death that the Grand Jury failed to bring an indictment after hearing all of the witnesses?
My question is why the 18-year-old caretaker failed to tell either management or the security guards/deputies that he was returning with the car for the man. If he had, none of this would have transpired.
Why would he tell the theatre? What would they do except ignore him.
Its reasonable to leave the guy alone for a few minutes, well reasonable when you don’t have power hungry thugs standing around looking for their next victim.
