In an earlier episode it was revealed they all already have the zombie virus, it just kicks in when they die. So, the zombie “ooze” on the arrow wouldn't give you the virus.

Two shows I can’t miss. Walking Dead and Duck Dynasty. I think Phil and Si could take out some zombies.
What’s cool about the Walking Dead is they’re always killing zombies that look a lot like.....I won’t say it. It might not be good to use the word “killing” with .....

I don’t know if that was ever determined. But the guy at the CDC said they all had it (before the baby was born) so it must be in the air or something.

So, the zombie “ooze” on the arrow wouldn't give you the virus.So they cut off Herschel's leg for no reason? I think there's more to the virus that I don't know or understand yet ... they all carry it, but in a dormant state so no one turns until they die ... UNLESS they are bitten by walkers who have the ACTIVE virus which will kill you and turn you immediately?
IMHO, active zombie virus would be on Daryl's arrows and would infect you if it contacted an open wound.

lethal bites kill you, then you come back.
nonlethal bites kill you eventually if you can’t chop off the bitten appendage, and you come back.
it’s something you have to kind of overlook a little becuase of the whole their fluids don’t turn you but a bite does, kind of thin logic.
