There were some old submarines on display on the grounds of the US Navy Submarine School at New London, Conn. when I was there in the early sixties.
Maybe this?

Very near the end of the war (but before the armistice was agreed upon) Germany delivered over 125 U-boats to one harbor in Britain. The High Seas Fleet, all of Germany’s naval fleet, some 70 ships including battleships, cruisers, destroyers and mine layers, were sailed into Skappa Flow, Britain’s main warship harbor in Scotland’s Orkney Islands. They remained manned by German skeleton crews until the terms of the armistice were worked out. Right before the armistice was signed and on a prearranged signal, the Germans scuttled all of the ships at anchor to prevent their distribution to France, Britain and the US after the war.

UC-5 had an impressive career, with 29 ships sunk for a total of 36,288 tons on 29 patrols.

Winston Churchill was the First Lord of the Admiralty during most of WWI but was replaced when Herbert Asquith was replaced by David Lloyd George in 1916. Lloyd George replaced him with Kitchener who ordered the troops to Gallipoli to save Churchill’s failed naval mission that was intended to pass through the Dardanelles to take Constantinople in order to take Turkey out of the war. After Churchill was displaced he went to France and fought in the trenches.
