No apostrophe needed. To form the plural - just add s. i.e. militias.
The militia movement, and most likely the Patriot movement, is thoroughly infiltrated by the government. They know who’s who, they got ‘em on a list, and they’ll take ‘em out with a Hellfire missile or a Barret .50 shot from half a mile away when they’re going to store to pick up some bacon and Cheez Wiz.
Hell, I’d bet you a militia movement meeting is a bunch of FBI agents standing around trying to figure out who the real militia member is, and who’s the other FBI agent.

Its a fair bet almost every single militia has either FBI agents inside, drones outside and a constant surveillance of who logs on to their web sites, on their property or associations.
Avoid any militia save your own.

I could say some may be totally free and are well positioned to join.
But I for one prefer to the man that can disappear in a crowd of two.
Would submit that they have the re-education camps in the planning for those who object, as well as plenty of body bags in inventory for Homeland Security for those who fight back.

If you try to start a militia, I can guarantee you that at least 2 of the members will be government agents.

Now that I've got that out of the way, I'll go read your post. Looks like a good one.
There is only one militia per state in these United States of America. The organizational breakdown then is typically by county, and therein by town.
For many years in our history, “the town militia” would drill on some weekend of a month, and thus demonstrate as well remain refreshed in being well-trained to Arms.
A militia unit may muster for drill and training, but it has no power to exercise martial power, unless authorized by the town’s duly-elected legislative body (typically a town council), or at the county level (the county’s duly-elected legislative body, whatever is its legal name), or at the state - the state legislature.
*Only* a duly-elected legislative body has the power within a state, to authorize the exercise of martial power.
This does not prevent you from forming a gun association, gun club, and/or gun organization, within which you may drill and train and even “play at” soldiering ... but again, such an association has no authority to exercise martial power.
If you are dedicated to upholding liberty, and you seek to reinforce the ability of the people of your state, to resist government tyranny, or there is a matter of urgency regarding the common defense of your town, or of your county, or of your state, you certainly, can petition one of the aforementioned government jurisdictions, or the sheriff, to Call for The Muster.
Now, if you do that, and the Call for The Muster goes out, then you are have taken on a military obligation to be present and perform military service.
There is a little latitude in the command structure of the militia. If your jurisdiction allows it, you may elect your own officers. They would fall under the chain of command throughout the entire militia of your state ... as would *you.* Yet, by now, it is more than likely that the election of officers is set by your state legislature via statutes in your state or orders issued by the legislature.
In a nutshell, you are signing up for military service for the duration of the muster. You may be required to bring, or not bring, your *military grade* weapons. You could be *ordered* to store your *military grade* weapons in the town armory, in the county armory, and/or in the state armory.
As a member of the militia, you are subject to being well-regulated.
At any time, the state legislature can pass orders and overrule whatever commands have been issued by your town or county.
Your state legislature has the power to order you to comply and enforce that.
Personally, I think that town level and county level mustering for the purpose of drill, inspection, and training, are over-due; I believe that we need to demonstrate the proper and safe use, maintenance, and storage of particularly *military grade* weapons. So that young people see, ‘this is how you do it and why’ versus ‘that is *not* how’ - they need to see the importance of these traditions that *respect law and order* as General Washington and our Founding Fathers also expected.
