Cannot happen. While they have 60, they don’t have 67.Read the US Constitution. It is not 67 votes. It is 2/3rds of the Senators present. The Federal Reserve Act was passed on December 23rd. If Obama could get 60 Democrats to show up on December 23rd they would only 40 votes
