The Federal Government/DHS etc... could block a website for possible copyright infringement at the request of anyone. Even if that anyone never had a copyright to the material being displayed. Universal is one of those entities who just a few week ago wanted the website Megaupload blocked for material it deemed copyright material, even when the material in question was not owned by Universal.

What people in Washington don’t seem to realize is that more than 95% of the content on the internet is copyrighted, and for most of it it’s not obvious who the owner is. Virtually everything that is written, drawn or photographed has a copyright owner. Even if it is not registered, it is by default, copyrighted. Most of it isn’t even traceable to the owner...

Why?!? Because the issue of "copyright infringement" is essentially bogus:
  1. First, it is no business of the government's. Copyright law gives the copyright OWNER the right to sue, but it does not require the federal government to be the investigator and enforcer in place of the copyright owner.

  2. Second and more important, the "copyright" issue is a STALKING HORSE. The REAL reason for the SOPA laws is to give the federal government the ability to SHUT DOWN POLITICALLY-ORIENTED WEBSITES -- THOSE CONTRARY TO THE ADMINISTRATION.
Do you doubt this?

The "copyright" issue successfully circumvents the First Amendment!! That should be your first clue....
