They are all over Illinois too, I can't imagine what the border states are like. Yet the number of them that rats like to bandy about is 9,000,000. Sometimes I believe there may be that many in Illinois alone.

Update on the 13 year old gang member. He spent one night in jail. Then was moved over to the juvenile detention center in Reno. The local sheriff is claiming that budget cuts make it too difficult to detain children accused of felony murder, in the local jail.
