To reach the best outcome healthy, safe school locations that support high quality education and promote sustainable communities the process must start at the decision of whether or not a new school site is required, and whether that site and associated educational facilities can be used to support these outcomes.
The local education agency (LEA), in concert with the school siting committee (SSC) and with appropriate public involvement, should identify the criteria that will be used to evaluate both the present characteristics and the possible future characteristics of all sites being considered for use as a school as well as surrounding property, current and planned zoning and land use practices. In addition, the SSC must weigh those site characteristics that may adversely affect the choice. Careful assessment takes time, but the importance of each decision justifies the attention and the need for sustained public involvement to ensure that the site meets the needs of the community and has community support for the selected site or any recommended alternative sites.

If it's an existing school it must either already comply, renovate until compliance is achieved, or face being closed.

The vibe i'm getting is that they want to start off by using the schools as nuclei to which the surrounding communities can be "sustainably developed" via "smart growth" principles(and we know where that comes from).
What the _ _ _ _ should EPA have to do with choosing the site of a new school? Taxes for building schools come from local taxpayers, not the Feds.

This has nothing to do with education and everything to do with destroying the rural populations of this nation.
The Department of Education and the EPA should BOTH be defunded and abolished. They are both unconstitutional.
Amazing stretch of the commerce clause in action. It’s high time to can the EPA and let states take care of themselves. Then we can move on to the Board of Education.
I was just reading on FR how Russia would like to get rid of all of the “unsustainable” towns in the rural areas, and get everyone into something like 26 “economic areas” (mega cities).
Granted, many of those rural towns were artifically created around a single factory, just to get the undesirables away from the general populace.
But, a lot easier to keep control of everyone if they are all grouped together. And nothing like living shoulder to shoulder with all of the other worker bees to rid one of those independent and self-sufficient thoughts.
