I don’t think this sort of thing happens often. I would just call it a fluke.
This one has me flummoxed. A dead whale is sacrosanct in FL? Shoosh, just call up all the sushi joints and that whale would be gone in about a half an hour. Save the taxpayers a ton of money removing the carcass. So what is the real problem here?
Many rules are like that to prevent poachers from claiming “it was dead when I got here” and forcing the state to prove that the person cutting apart the carcass actually killed it. Instead the state just cites the poacher for taking the meat.
I'm delighted that you like it :-) I love the movie too....made during a time when they still knew how to make movies without swearing, gratuitous sex and endless explosions and car crashes taking the place of good writing and acting.

It’s a federal crime, which just begs for prosecutorial discretion dismissal.

But he was arrested by local cops. I thought local enforcement of federal law wasn't allowed anymore. At least that's what Obama's DoJ says. :)

If I was the AZ gov, I would inform all state police and fire departments that they cannot respond to bank robberies, crimes or fires on federal property of any kind, or attacks on any federal official, nor can they co-operate with federal officials.
Since those are all federal crimes, they just have to do it themselves.
