Of course they do draws. Majority Draws (Two Judges score it a draw) are the usual way it happens, but you can have Unanimous Draws (all 3 judges score it a draw).
All that matters are the scorecards. On my card (before the stoppage) I had it 10-9 Rory, 10-9 Rory, and 10-8 Condit. Which results in a 29-29 Draw.

They are definitely more prevalent over in Shooto (Japan), where judges are very liberal in giving 10-10 rds. But they do happen Stateside under unified rules in Zuffa promotions and other smaller promotions as well
