A Palestinian father hit a Danish primary school teacher and bit his ear after he shook the hand of the man's daughter, police said on Thursday.

The simple solution is that if someone acts like an animal, you treat them like an animal. In the western world, this is why we created prisons, because westerners dislike being imprisoned. But when people come from nations where prisons are misused, by putting responsible persons in prison, then a different technique is needed.
For example, “honor crimes” should be a contradiction in terms, and need to be treated in a Pavlovian manner, and turned around 180 degrees. This is done by publicly uplifting usually the women who have offended, as “honorable”, and publicly *despising* those members of her family that have abused her, as “dishonorable”.
In this case, both the girl and the teacher should be publicly admired for behaving as “civilized” people, and the father should be publicly shamed. Importantly, he needs to be shamed before the community of his peers. Held up as an example of someone who should be looked down upon and shunned.
This is what is called “the social sanction”, and it always exists in the world, among all peoples. It is the offenses and taboos that the people frown upon in that society, even if they are not against the law. Enforcement of the social sanction is done by every person, and to “fit in”, everyone must obey the social sanction.
From the European point of view, these newcomers must be taught the appropriate social sanction of their new country, or there will be endless examples of the same or similar affronts. The media could be of great help in doing this, so have to be enlisted in the process.
At first, it needs to be propagandistic. The father needs to be shown as disheveled, ugly and crazy. Again, from the point of view of his people, as they are the ones who are to be educated. This is not really for the Europeans, that would misconstrue it as racist, showing all Moroccans as being this way, which is not its purpose.
So it is just as important to show the daughter and the teacher as being good people.

I kinda disagree; Islam teaches that it is not permissable for a non Muslim man to even touch a Mohammedan female. The father was following his religion.
