Soldiers charged in marriage fraud

Fort Bragg soldiers and Central Asian immigrants staged courtships and marriages to reap the benefits America gives those who get hitched, according to federal investigators.

The scheme has landed the several young soldiers and three foreign brides in the hot seat. This week, two of the soldiers and one of the brides pleaded guilty to marriage fraud in federal court; the crime could land each in prison for as long as five years.

The arrangements were tempting. By marrying an American, the women, immigrants of Russia and nearby countries, could stay in the United States indefinitely. The soldiers, young single recruits, would rack up extra pay afforded to married military members so they might live off base.

All told, the three fake marriages cost the military $200,000 in benefits over more than three years, said John Bowler, assistant U.S. Attorney for the Eastern District of North Carolina.

Two of the solders, Wesley Farris and Stephen Schneider, married the immigrants as teens. Now both 23, the men stood tall in civilian khaki dress slacks and dress shirts Tuesday, capping each of their answers to a federal judge with "sir." Both declined to comment after the hearing.

The marriage scam was hatched in 2005 by Pavel and Alexander Manin, two Russian brothers who had enlisted in the U.S. Army, Bowler said in court. Pavel Manin was stationed at Fort Bragg in Fayetteville and befriended Farris. Manin made an enticing proposal: marry a woman in need of immigration security and earn extra military housing pay. Farris, according to Bowler, shared his technique with roommate Jason Hawk and friend Stephen Schneider. All three secured foreign brides.

The brides-to-be, all living in New York City, paid the Manin brothers several thousand dollars for the referral, according to court documents.

They really do deserve this. It takes a fair amount of nerve not just to violate immigration laws like this but then to draw benefits as a "married" soldier?

Nothing new here, and not very creative. This was going on as early as the 1980s in SF. Guys (many gay) marrying gals for $ so they could get immigration status.

I know someone who did this back in the early 80s. She was paid $2000, something like that. And then was horrified when she found out that he expected her to come and stay in his ratty apt and act like a wife when the INS came calling.

But at least she didn’t try to get gov’t benefits, at least as far as I know.

A guy I worked with was paid 10,000 to marry a Vietnam woman and then when she came here they began to bring all the inlaws and outlaws over so everyone made money. Funny thing or maybe karma the lady slipped and fell in the bath tub and became bed ridden and basically ruined his life.

Interesting phrasing.

I wonder if there’s extortion or intimidation involved here.

The funny thing about this is that as far as a “crime” goes it’s only a crime if the marriages were invalid/shams; if they were actually married then it really isn’t fraud, now is it?

What makes you say that? I would go for the FAR more creative punishment of making their marriages non-revocable/nonavnullable.

Like I said if the marriages were actually valid then it isn’t fraud, DESPITE any guilty pleas. Furthermore, I should think marrying-a-soldier beats the flagrant disregard our REAL illegal immigrants from the south treat our laws.

Too bad soldiers did this, if they were civilians it would not make the news. I suspect marriage scams happen more than we imagine. I used to work in a little insurance agency where we had several foreign male customers that I have no doubt got American girls to marry them so they could stay here. A couple were from Northern African countries and several were from various other middle eastern places. Disturbing.
