Here in Texas, we had a guy who tore out his girlfriend's eyeballs, and ate them. He was found not guilty by reason of insanity, was in a state hospital. and released to a halfway house.
I think he is now back in Harris County, so I actually think the French got this one right.

Well, in Han China they would have boiled him alive, but in water. Romans would toss the scoundrel to the lions [if there was a display for a coming public holiday], or would crucify him. Blinding, branding, drawing and quartering seems to be about right. Alternatively, a meat hook under a rib, and then use him as a tower clock pendulum above a small fire. On the top of an hour the door would be opened and he'd be allowed [prodded if need be] to shout "cuckoo".
