I use approximately three industrial sized bottles of RoundUp every summer.
The screaming of the dying trees and other annoying weeds adds to the atmosphere.
Someday, I will create a sprawling network of factories.
They will produce no useful products, but will emit vast quantities of pollution. The scarred smokestacks will belch noxious gasses into a pristine sky, my drainage pipes will pour noxious sludge into beautiful, virgin rivers, and I will ship tons of radioactive waste in dilapidated trucks shipping leaky containers. There will be banks of animals tied down and tested, painfully, for no apparent reason.
What a wonderful business model! I will name it Lazamataz Industries. It's motto is, "We'll f*** up the world first."

You are correct, it will scale proportionally, but it's my understanding (I may be wrong) the image will load faster if both are included. Mich, do I understand this correctly?
When I need to scale down an image I usually take it to a graphics program and resize it or change the height AND width by 1/2, 1/3, 1/4, etc... as needed.

Fruitarian: I have a dilemma. There are grubs that have infected a portion of my lawn. They are killing the grass. But crows have started pulling up the dead grass and eating the grubs.
Question: Do I protect the lawn by putting down chemicals to kill the grubs? What about the crows food supply?
Should I let the grubs multiply, destroy part of my lawn, but provide nourishment to the crows?
Or (my preferred solution), do I take a multifacted approach: drop the chemicals, kill the grubs, and shoot the frickin' crows with a 22?
I'm not sure what you mean. The image will load at exactly the same speed, but might take (slightly) longer to display, because of the need to recalculate and resize, though using one dimension or two should have no effect on this.
