I've tried to explain that our "free trade" policies preclude us from setting tariffs on labor.
I'm afraid that's false - other WTO signatories that allow the importation of large numbers of legal guest workers - to an extent dwarfing what we have here - have imposed heavy tariffs on their usage in order to discourage locals from importing foreign labor. This includes many of the fast-growing East Asian economies, all of which are WTO members.

Besides, who will enforce a penalty against U.S.? If Mexico wants to retaliate, it will hurt them worse.
