I assume it went to US defense contractors and the Ukraine treasury.
Once in the Ukraine treasury, it would be commingled with Ukrainian funds and not separately accountable.
Are Ukrainian single moms still getting welfare and are Ukrainian service people getting paid?
Ukrainian tax revenue is probably way down.
