As a manager at my company, I get these kind of emails all the time. Usually it's to educate me on some new company initiative or government mandate that I need to have my team in compliance with.
Basically all management is on this distribution list, from front line managers to CEO. So I'm sure when Elon officially joined Twitter as a manager/CEO last week, he got added to these distribution lists as well.

We had a construction company where our men had to lift heavy equipment. So one day a fat black woman showed up from the city demanding to know how many women we had in our crew and were we meeting what they determined we should have. I took her out to the shop and pointed at some equipment and said “you need to pick that up”. She was shocked and said “I”M NOT GOING TO PICK THAT UP” - well she couldn’t have done it anyway. So that was the last I heard from that department.

As amusing as it would be seeing some “instructor” who has never managed as much as a lemonade stand lecturing Musk, who owns multiple billion dollar companies, on how to properly manage a company, I’m guessing Musk will declineI say he will do the course just to see more clearly how poorly run his new acquisition has been run up until now.
