I wonder if God’s covenant with Israel was not with Israel as a “state” but with Israel as a bloodline. And, after 930 BC, when God spoke about Israel, did He mean Israel or Judah...or both.?
I had an old Jew explain this way.
The blessing of God on this material plane is open to everybody who is willing to abide and obey God’s laws. Wealth, power, civilization is a gift from God to mankind, irrespective of being a Jew or gentile. The consequences of disobedience are also the same for everybody.
However, what God has given those who Judaism is to be like Him in character. This is why life is harder for the Jew throughout history than anybody else, because becoming God’s people is harder than anything else in history.
But again, I don't think an organization (like a state or country or, even, a company) is capable of repentance.
Repentance and contrition are human qualities. They are not something an organization is capable of (except as a token perhaps by the leaders of that organization...and even then such "token" is suspicious).

Innumerable references in the Old Testament about peoples that abandoned God only to bemoan the consequences.
