As a former USCG officer, this looks like piracy to me. Doesn’t matter that the US did it. If you substitute ‘Somalia’ for ‘US’ in that bit, you end up with piracy.
This is escalation. No other way to look at this.
So we claim “sanctions” and basically steal the oil and send it to the US? Centuries past this was called piracy.

Well, Russia’s Black Sea naval fleet has been whittled down a bit. They’re down 1 SLAVA class cruiser, 1 frigate, 2 LST types, and 2 documented patrol sinkings.
How many Akula class hunter-killers do they have?
Our surface fleet isn’t exactly the most crack bunch, given they tend to run into cargo ships running a straight line-constant speed track on a full moon night from time to time.
And since diversity is now a top warfighting priority, I think we’d fair not-very-well versus any country’s attack subs.
Just saying, we could get pantsed as badly as Russias ground forces have been in actual battle. Might end up looking like Kasserine Pass.
