Since these contractors were working for DARPA, that might explain Liz Cheney being such a freaking nutcase.
This is a legal tactic to get people under oath so that they can provide their testimony in court and subject to perjury if they lie.

MR. ELIAS: Well, they weren’t providing legal services.
MR. GOWDY: But that’s the phrase you used, that you were looking for someone to provide legal services.
