The weasel Rosenstein wrote a letter recommending that Comey be fired. Trump acted on the letter and fired Comey. Rosenstein then appointed a special counsel to investigate after Comey leaked classified information to a friend of the papers which of course printed it.
Comey and Rosenstein set this plot up together in my opinion.
