In a CNN interview, family attorney of Cesar Sayoc says Sayoc is mentally ill and not intellectually equipped to carry out the package bomb conspiracy, and that there may be "others who helped prod or encouraged him to do this". Sayoc's longtime friend is a former CIA officer who describes himself as doing "post-retirement work in support of the U.S. Intelligence Community".

One thing I noticed is that when the van was discovered in the parking lot, the authorities didn’t use caution and check out the van for possible bombs by using a bomb squad, robot, or bomb sniffing dogs. They just put a tarp over it and loaded it up on a flat bed truck and hauled it away. That was a major red flag when I saw that.
