Democrats shouldn’t want war. In war, Trump would be given war powers—to rule almost by decree! To control the press, to jail traitors, etc... This is a tactic to get the so called “Blue Wave” in November.
Reduce the worlds population and maintain control over what’s left. They assume nothing can happen to them because of their money, position and power. H bombs don’t discriminate but they missed that day in physics class.
They wanted Trump to restart the ‘Cold War’ so they would have an enemy in Russia to use as an electioneering tool. It we get along peacefully with Russia, they lose one campaign tool that they like very much.

IMHO, Hillary and Obama could control American power structures, but Russia is one intel source they are unable to control. Hillary and the Democrats are targeting Russia to avoid being held accountable for past actions by intel originating from Russia.
This dictates, even if subconsciously, for Hillary and the Democrats to demonize the Russians, so if they ever come out with damaging evidence against the American liberals, they can deny it by using the pivot.
China wants trouble between US and China, so people invested in China want it.
Unable to turn to the West for economic advancement Russia is under China’s thumb.
Heck, in extremis, if there was war between us China would be the rulers of the planet.
