Much of it goes to upkeep and secrecy at the Area 51 lab where the alien ship and its occupants from the 40’s are kept.

Actually, it sounds very reasonable to me. Food, clothing housing and supervision for $1500/month.
This is much less that jails or prisons cost, and it is going to need some of the attributes of these facilities. Plus we are going to need to educate the children.
The cost works out to a few cents per month for each citizen. What part of that is unreasonable?
We have built a wealthy society which attracts all sorts of people. If we let them all in, they will overwhelm us, so we must enforce rules on who can come in, but this is going have some monetary cost.
