The closest comparison in the Northern border State at the beginning of the 20th Century which wanted to pass a law making the unnecessarily unwieldy value of Pi = 3.0. Or perhaps changing the frequency of yellow light to 500THz for similar reasons.
The Bill of Rights is merely a list of permanent precondition facts that made the existence of the U.S. Constitution possible.
The rest of the Constitution consist of laws subject to change through Legislative action, with detailed instructions for the means to do so, as long as the inviolable Bill of Rights is not affected in any way.

“By what means and through which agencies of government?”
It basically goes like this:
a) Hillary directs ATF to outlaw everything other than revolvers (for example) as they are now considered Automatics, due to the demonstrated ease of conversion...with possession after 90 days subject to a 10 year felony stint.
b) The Republicans, of course scream that it’s unconstitutional, and take it to court.
c) The court (or courts) determine that this is a dispute between the Executive Branch and the Legislative Branch and therefore refuse to block the order. They direct the Republicans in Congress to pass legislation if they want it stopped.*
d) The Republicans, being short of a 2/3’s veto-proof majority (if a majority at all, after naturalization of all Illegals, by the way), cannot pass anything, so the EO sticks.
e) After 90 days ATF and the FBI get to work, by tracking down AR-15 owners, for example, who submitted background checks. If the owners claim to no longer have the weapon, but cannot clearly identify who does have it, then a search warrant with dogs is used to find the weapons.
f) In orange jump suits and chains, dozens, perhaps hundreds of white formerly legal gun owners now are locked away for a decade.
g) The other gun owners mostly give up.
h) Hillary wins.
*Don’t laugh, that is EXACTLY what the Republicans were told by a judge when trying to fight one of Obama’s overreaches (maybe global warming, or Obamacare, can’t remember).
