It happens before a storm surge during and right after a hurricane passes. Water recedes than will surge back.
Happens during a Tsunami as well. In the videos from Thailand several years ago you saw the ocean pull all the way back then the wall of water came in and we know what happened next.

No it’s not freaky and it’s a false title. Fake. It is deceitful and exploitative of people in distress.
This occurred Sunday afternoon when Irma was to the south of the Tampa bay area. It’s east-to-west winds pushed water out of the bay more than low tide.
When Irma arrived the water returned. After Irma it was high tide + 3 feet or more.
Really shameless, deceptive self promotion by the author. There are millions of Floridians displaced and millions lacking electricity, air conditioning, gasoline, clean water, etc. and CRAP like this is posted? There are many elderly and retired people who are in bad shape and are not getting assistance. What will happen to them with the 108 degree heat index the next 3 days when they have no electricity, clean water, ice, etc.? How are they going to survive for weeks like that?

There is no ocean bordering Tampa.
The ocean is east across the state.

There is film of the Indonesian tsunami from a few years go.
People on the mud and sand treasure hunting, then back comes the waves. The animals had enough sense to make for high ground.
It usually means tsunami but it would have come back by now if that was the case. It’s a bay so I guess it blended with the ocean water with the wind. That is a beautiful bay and many will miss it.
All the sharks that were there are now falling from the sky in Atlanta, Georgia. And boy are they hungry.
When it happens do you really know if it is going to just flow back or return as a tsunami? Other than what the weather people are saying? I don’t remember weather people saying this would happen so do they know ahead of time?
There is a convoy of power workers and trucks heading to Florida from Ontario to help restore power. ETA is Wednesday afternoon. Hopefully they can help.
After Katrina I had to drive through Mississippi up to Philly. The wind damage was catastrophic, I can’t imagine the pics that will come from the Keys and south Florida. Hope the nuclear plant at the southern tip did ok

When I was a kid, there was a waterspout that came ashore and moved inland probably a half a mile before it started to dissipate. It took the roof entirely off the local post office and a movie of the event (pre video) showed hundreds of little pieces of white paper floating through the sky.
My sister was chased off the beach by one during her honeymoon at Myrtle Beach, they ran into a gift shop and hid in the back of the store away from the windows. She said it was loud, a lot of crashing and banging after it came off the beach and into the beachfront hotels, shops and restaurants, tourists running down Ocean Drive screaming.
It's like the common daily occurrence of low tide. Only in this case the water goes out a few more feet.
Doesn't seem freaky to me.

If the recession is from a hurricane the water will return rather gradually just as it receded. The N and NW side of the hurricane pushes the water out of Tampa Bay and then the SW and S portion pushes the water back. Due to the energy of the winds the push back will include even more water and that creates the surge, but it will not be a tsunami.
A tsunami is created by a major event that creates a large energy wave that travels quickly through the water (like a shallow earthquake), pushing the water ahead. As that shock wave starts to near land and the water depth decreases the bottom of the shock wave starts to lose velocity relative to the top of the wave due to friction, thus the wave tilts forward and increases in height. Because of this the bottom helps suck the water into the shock wave front and when it nears shore that pulls the water out. The wave height increases more with the additional water and finally crashes and the force of the shock wave pushes the high water inland.
Two completely different reasons and forces for the water recession.
