So according to Rosenstein, if Mueller expands the scope of his investigation, before he asks permission and if he finds something outside the scope of the investigation, before he asks permission, he can then ask permission to expand the scope.

I think we should be demanding that our useless representatives and senators tell us: what the scope is, what crime being investigated is, what it’s going to cost we the taxpayers, and when its all going to end.
