It would be a law that creates a law for a specific person or specific group of people. It would be little different than Congress passing a law that stated that “Jim 0216 must run naked down the route of the Macy’s Thanksgiving Day Parade.”
Furthermore, the law is unnecessary as the Gard family can freely enter the United States and walk into any hospital.
