Depends what you mean by “mandate”.
If you mean the individual mandate (forcing people to buy health insurance) then yes.
If you mean the mandate forcing insurance companies to insure everyone, regardless of condition, then the answer is yes and no. Depends what state you live in and if that state seems amenable to applying for a waiver to opt out of such a mandate.
If you mean the employer mandate, forcing larger companies to provide health insurance to full time employees then yes that’s stopped too.
These reasons are why I said this seems acceptable to me. But it’s not a “repeal and replace” it’s more like a retool of Obamacare really. The basic concept remains intact: saddling the fedgov with more unfunded liability to make “healthcare affordable for all”. Also giving more power to the fedgov too.
I guess this is the best that could be “negotiated”. (And the many votes for simple repeal while Obama was president were indeed just for show)
Hence the use of the term eventually...
Why on earth would the Democrats beg for anything? Trump and the GOP owns healthcare now. If Obamacare implode then the Republicans will be blamed for it. If Trumpcare is passed, then the Republicans will be blamed for every unfilled promise, every person who loses coverage, every hangnail suffered. And the Democrats will just sit back and plan their 2018 campaign commercials.
We can dare to dream yes.
So far the administration has promised that nobody will be worse off under Trumpcare, that premiums will be lower, more options from more companies will be available, everyone will be covered, and pre-existing conditions will be included. If people want to believe all that then sure, believe that there will be a phase two with cross-state insurance sales and those sales will drive costs down. Why not?
Exactly where is the ‘repeal’ part of this?
Democrats will just sit back and plan their 2018 campaign commercials.

Most of the President's supporters trust him to follow through on his legislative priorities. President Trump has earned our trust repeatedly over the last 2 years, by working tirelessly on forging an agenda to make America great again.
For those who refuse to trust President Trump, or insist on denigrating his efforts in the realm of Obamacare repeal/replace, I can only implore them to give him the benefit of the doubt.
Absent an atmosphere of trust, I don't see how We The People can ever make America great again. Without the steadfast loyalty and trust of the People, President Trump will ultimately fail.
One thing is certain: there is nobody I trust more than President Trump to represent the best interests of the American People. I will respect the President's judgement moving forward as we begin the long process of undoing the Byzantine, Tyrannical abomination known as Obamacare.
There is no repeal, just rearrange.
I don’t know why they keep saying repeal/replace. They had been lying about the repeal from the beginning and the replace is just tweaking Obamacare. I’m certain they are just playing with words to get people to forget that they’ve abandoned their promises.
Legislative priorities are one thing but just like Obama and the Democrats eight years ago, the President and his administration have promised the moon with their healthcare plan. Now they have to make good on all those promises and they won't. They can't. And the Democrats will hammer them with it in 2018, just like the Republicans hammered them in 2010 and 2012.
Yes, they will. And that and a dollar will get them a cup of coffee.
The GOP will take some shots, but the American People will not return the disintegrating, flailing, race-baiting Democrat party to power...

[chanelling Lugosi] Rush was saying no individual or employer mandate, but if you sign up after a gap of 63 days or more, you get a 30% premium on your premium. He didn’t say how long. Three months, a year, forever? Had to stop listening because I’m out of the car.
That’s not bad, but calling them “waivers” kind of sounds like the other thing is still the law, and they’re being granted an exemption from compliance. That’s bad psychologically, plus the waivers might be discretionary on the part of the feds, so they next Nazi admin could just refuse/revoke all the state waivers. I don’t like that idea at all.
