Give everyone in the CIA, NSA and FBI polygraphs to determine if they’re leakers or partisans and fire all of those who are.

Difficult question...
If we fire “all of them,” isn’t there a huge learning curve with how things work and all the passwords, etc. to run the CIA. Employees have a treasure trove of information and experience that can be useful.
Balancing this huge loss of continuity and training from existing employees VERSUS the huge loss of their leaks is a tough one.
But perhaps there is a way to keep a core group of employees who are vetted as having been apolitical... I dunno...

The CIA alone has 22 thousand employees. About 5 thousand were hired during the Obama years. These people can not be fired without cause or because they were hired under a Democrat administration. There are probably a total of 60 thousand working for all intelligence agencies combined.
Im most government agencies (except DOD and Homeland Security) workers are estimated to be up to 97% Democrat as revealed by political donations. Of course, they fear smaller government.

The problem with your thesis is that thanks to Hillary’s email breach as well as others so much of our clandestine methods and people have been compromised it almost makes sense to start all over again.
Isn’t it possible that, if many people Obama axed were rehired to fill their old positions, the problem is reduced to a manageable level?
Once upon a time, the CIA’s main job was to gather intelligence on foreign powers.
Now they work on the overthrow of the president of the United States.
