To co-opt the civil rights issue from republicans, knowing it would be perfect time to seize political power from a nation still mourning their Lionized president JFK.
The Great Society initiatives also served as a distraction from escalating involvement in the Vietnam conflict.
LBJ nullified republican political opposition, which was already cast as dangerous war hawks (see: Goldwater daisy nuke war political ad), and the plan was to imply republicans were also anti-civil rights.
Sadly ironic and inaccurate seeing that it was a core group of Republicans who doggedly led a push for passage of civil rights legislation that eventually pushed LBJ’S hand.
LBJ was the devil’s own Machavelian ‘merican son.
And the Democrats entitlement policys have continued to keep the majority of blacks in slavery. The government has replaced the plantation owners.

Close, but not quite *THE* proximate cause.
It was mainly the passage of the 24th amendment. Though it is generally known as the "Poll Tax" amendment, the last three words of it eliminates the payment of *ANY* taxes as a requirement for voting.
The 24th amendment was primarily pushed by Liberal Republicans with the supposed goal of opposing Racism in the form of "poll taxes". Being a cynic, I have since come to regard their real motivation to be a lot less noble. I believe they were salivating over the thought of ten million newly enfranchised voters toppling the existing stalemate with the Democrats by voting for the Republicans out of gratitude.
They thought by removing the Tax Payment requirement, they would get all those new votes, and they would have been right except for one thing. Lyndon Johnson may have been a greasy bastard, but he was one politically savvy greasy bastard!
He recognized instantly the danger that the 24th amendment represented to his party, and he immediately started pushing for his "great society" vote bribing scheme.
There are fewer epic disasters in the history of nations that rise to the level of disaster that these programs represent.
We have spent 21 trillion dollars on the war on poverty, and we have created an eternal dependent class of fatherless families who's children make up the bulk of our criminal class.
We are paying for this with that 21 trillion spent, we are paying for this through the cost of prisons and law enforcement, and we are paying for this through lives robbed or murdered, and worst of all, we are paying for this in Democrat policies enacted by Democrats who were elected as a consequence of this vote bribing scheme hatched by LBJ.
We are also paying for this in moral hazards created by this perverse incentive system. It has encouraged young people to be more reckless with their lives because everyone knows the government will come pay your bills if you get pregnant out of wedlock.
The "Great society" was where the nation committed suicide.
He initiated the War on Poverty then made sure the blacks could vote, so they would vote for him. Which they would do because of the War on Poverty.

If I had to fault any one entity with the change, I would have to fault the use of the media by the liberals. Even though they were trying their best to destroy the AF AMs rights in the US, the media projected them as the joiner of the attack upon American standards applied to blacks by the Dems themselves. And the media kept the blacks in the cellar while feeding them just enough lies and truth together to confuse them.

Greatly appreciate additional background details on Great Society legislative remedy for social ills, and fully agree that its fatal side-effects shorten our longevity.
Let’s also remember the terrible long term effect of Ted Kennedy immigration criteria legislation that dramatically changed the quantity and quality of foreigners reducing quotas of (skilled europeans) to welcome hordes of unskilled Carribean / Hispanic / Latino to our shores.
