It’s just a start, and he says as much. It has to be. It doesn’t mention what to do with ObamaCare or entitlements, so we can expect that he and his colleagues in the House are still working on those and we’ll hear about them soon enough.

This stuff is basic blocking and tackling, but that doesn’t mean it’s without value. Paul Ryan told us last week that he’s voting for Donald Trump for precisely this reason: A Republican legislative agenda has no chance if Hillary becomes president. With Trump, you can at least enjoy a fighting chance that some basic common-sense ideas meet with a presidential signature while you work with him on the really big ones.

Start here. I may or may not agree with anything else Ryan wants to do, but the first thing I want to see is a budget. If he thinks a few big slush funds for the president to do as he/she pleases is proper appropriation then we disagree on the Constitution. And Ryan can't tell me that liberals are the ones who want to interpret the Constitution as they see fit unless Congress can pass a budget and let me see fairly specifically where they are ok spending money.

Aside from the Constitution saying they must make appropriations (huge slush funds probably qualify) there's the whole transparency thing - I should know where congress is authorizing spending, not just how the president spends a huge amount of money congress allows the president to borrow. That's the intent of the people's Congress being in charge of appropriations rather than the president allowed to do whatever for whatever it costs.
