Of course if you give them an Omnibus spending bill with stuff like that hidden in it to avoid a gubmint shutdown, then yes, Congress gave permission.
I know I won't hear it, but wouldn't it be grand to hear that in that exact context out of Lady Higgenbottom's own mouth? For that I would let her spend the $500 million!
And the USS Olympia, a national treasure circa 1900, that fired the opening shot against the Spanish, that brought home the unknown soldier in WWI, is on the verge of being sunk as a reef because we cant find 20 million for badly needed dry dock work.
ALL I get from the GOP are multiple emails daily requesting MONEY and surveys which have some of the right questions and NONE of the right answers!
Their oath was simply to uphold and defend the Constitution against ALL enemies, foreign and DOMESTIC and that they do NOT take this oath under false pretenses!
Where have the “Republicans” been the last 7+ years when they allowed the MASSIVE DEFICIT SPENDING, Obamacare is now law, US military reduced to 1/2 its size (in alignment with long term goals of the Communist Party as identified in the Congressional Record), the borders are NOT secure and immigration laws are NOT enforced, IRS is used as an enforcement / intimidation tool by the Progressives against conservatives and NOBODY is prosecuted...
