Hyperbole has become the norm with references to Russia lately. You’d almost think some fools were trying to start a war or something.
Precisely, 150 troops is only “massive” when the media needs a headline.
150 troops is more than enough to:
1-Launch a strike on America, or at least pose a threat that makes defense and retaliation more difficult.
2-Protect oil drilling operations from U.S. or Canadian objections.
3-Prepare & maintain a forward operating base to accept a larger force when needed.

The infrastructure required to support 150 armed troops in the Arctic is indeed huge. Its almost like having an army base on another planet, because of the cold weather and its effect on equipment. This FOB is for the purpose of allowing much larger numbers of troops to pass through on their way to invading any nation they want via the Northern Route.
