I think it would be logistically difficult to drag rifles around everywhere....but how about those who are assigned a pistol carry them around. For the most part, its NCOs and officers....and really, alot of police departments have lousy weapons training, and alot of really young guys - and they manage.
You bring up an interesting question about carrying off post. I am an ex tanker too, and I remember funeral detail. We would travel off base and go to some small town to bury a WW2 veteran, etc. There were rifles of course...and I wore a pistol - the idea being I would fend off any attempt to rob us of the unloaded rifles. I had to keep the magazine in my pocket (because the Army doesn’t trust its own personnel). Anyway, I did it without blinking...it was KS and open carry is legal. I have no idea what happens in anti-gun states though.
The average 21 year old in the civilian sector has guns and concealed weapons permits. No mass murders happening there.
Then what is the answer? Take off a nuke the entire site from orbit? Please do tell wise government $%^&#$%#! I would honestly consider at least having armed security guards on the base, even if the actual soldiers aren’t supposed to have guns, at least these security guards can shoot em down.

Perhaps, but changing it to negligent discharge would increase the likelihood of being charge with negligence. Not sure that is always the case. Unless you want to make the argument that all accidents stem from negligence.
