Excellent observation! Are you old enough to recall how hard Nelson Rockefeller tried to purchase the presidency? In the end, he had to settle for being an appointed vice-present by another appointed vice-president who rose to the presidency.
Jeb reminds me a lot of Nelson. Except that I don't think he will die of a heart attack in a New York penthouse trying to boink a woman who isn't his wife.

It might be that the Bush machine is running Jeb so that his son George P. Bush (who moved to TX so there was no doubt he would be elected to a state office
his first time out of the shoot).
Now with an elected public office under his belt and sure to be going out on the national campaign trail to stump for dad aka get national exposure for George P., it's certain that he's being groomed by the Bush GOPe machine for higher office. Jeb might just be doing this for his son's future political viability.
