Feinstein is 80 years old and had a grudge against the CIA. She figured this was her last payback opportunity as she leaves the Intelligence Committee and fades into the dustbin of old Senators in her last term.
Also, she couldn’t let a $50MM effort by her staff go for naught... After all, she’s in the Majority now and will be in the Minority in a week or so.
How could the staff of that committee rack up $50MM in expense for writing this report?
A lot of that “Staff” are people under contact (Like Gruber)and most of them are Lawyers who charge for the hours they put in. Like most Lawyers, they have an incentive ($$) for putting as many hours in as they can get away with.

This was a purchase by the City of Orlando from GSO and a sweetheart deal to the Pritzkers from there who greased the palms pants and a@@ of the mayor at the time... one Glenda Squeaky Hood. a “Jebbite” and a Charlie Crist pal... a RINO repub, who now resides on a plantation outside Tallahassee.
And, lest we forget how THAT modern base became “obsolete” it was through the House Postal Scandal and one other Chicago operative Chairman of the House Ways and Means committee, Dan Rostenkowski (D) who steered the Armed Services over to KEEP the Great Lakes Training Center (where they cannot go outside in the dead of winter and train indoors in gymnasiums and rat infested barracks). So the new, modern year round facility was deep sixed and put up for sale by GSO, flipped to the City and flipped (with a payoff no question) to the Pritzkers. Rostie btw did 17 months in federal country club- and the money from Pritzkers was waiting for him when he got out.
