That may be true, but protecting the landowner was not their reasoning. It seems to me from the article that the State controls all land in Texas ... and the mineral rights of private property owners.

It seems to me that the landowners would be the people who had most at stake and would turn out at the polls and most would vote FOR fracking as they are getting royalties.
National polls show that college age kids did not vote in very high percentages. It would be interesting if this were known (who voted)
Yep. And mineral rights are privately owned.
The point is not everything that happens inside city limits are or should be subject to a local ordnance.
Tell the oil companies to boycott that city and deliever no oil products to that city and see how long it takes for them to change their tune.
