A legal training was scheduled at the Catholic Charities headquarters on November 3,2014. It was to help provide legal counsel ("pro-bono") on behalf of UAC's primarily arriving from Central American failed states. The CLE (continuing legal education) course was offered in exchange for representing at least one UAC client. The training is to enlighten the loopholes evolved from the UN Trafficking Agreement (TVPRA) signed by President Bush in 2000. In 2008, under President Obama, a more expansive and generous set of criteria were forwarded to ensure that the minors could gain the coveted "Best Interest Ruling" (not to be deported) in the Texas State Court system (using Texas Family Code) and thus obtain the Special Immigrant Juvenile Status (SIJS).

Both, actually. Originally passed in 2000, expanded in 2003, further expanded in 2008.
The article says that Bush signed in 2000. That is incorrect. That is what I was pointing out, not addressing the reauthorizations that have been signed.
