Why not? I’ve never seen them woven together like that, but certainly the ideas at either end are common in the black community. I’ve been hearing about white slave owners forcing slaves to have sex since the 1970s, and, considering the Victorian fascination with genetics, it probably happened, although not as widely as some black people believe.
But it never occurred to me — so I never asked — that people believed this abuse had any genetic impact on blacks as a whole. Obviously, the time frame is much too short.
And heaven knows the excuse, “I can’t help it; I was born this way” is dead common. The only difference between blacks and whites on that front is that whites usually phrase it, “I’m a redhead/Irish/Italian/whatever.”
Since both ends are factual, and in light of how common scientific illiteracy is, I see no reason to call blackdog a liar.

Not political power, it is crime and noise.
Increased blacks in a neighborhood equals more crime and thuggish behavior (’gansta’ culture’), as well as NOISE.
Noise from the yelling and yammering back and forth on the street, the parties and the LOUD thumpa-thumpa car stereos.
Who wants to live next to that?
Not me.
