I think you’re assuming that he was not an Indonesian national. Perhaps he was at that time (may still be, for all you or I know). So the crime would not be getting a scholarship as a foreigner, but hiding it, and being not a natural born citizen, which is not a crime committed at a specific time and thus subject to a statue of limitations.
For instance, bigamy is still a crime. If a man has a wife in NYC, and goes to LA and marries another woman, the crime of bigamy is not something he does one day, it’s a state of being.
(Poor example, I supposed bigamy is nothing nowadays.)
Actually, a better example would be a fake doctor - someone forges medical school degrees and certification and medical license papers, sets up an office, and starts “practicing” medicine. But he’s a fraud - never went to med school, did the residency thing, passed the tests, and so on. People sometimes get arrested for that. There is no statute of limitations for that kind of crime. That’s what we’re looking at here.
But the situation is not simple - primarily because the facts about Zero’s entire identification and history are largely unkonwn.
Parents? Unknown.
Birthplace? Unknown.
Date of birth? Unknown.
Original nationality? Unknown.
Current nationality? Unknown.
See what I mean? Arpaio and Zullo are going about it the right way - as far as they can in their situations. First determining that crimes have been committed. The next step - (and I am pretty sure they’re doing this already) - investigating those unknowns.

The Ann Barrett grave site web page says she was born in 1928.
That would have made her 80 in 2008.

I believe the two Clinton friends were going to protest irregularities in the caucuses, not eligibility. Those issues would have sunk Barry’s run. At that point, the eligibility issues were already mostly off the table.
A friend of the Clinton’s made a documentary making the claim that the two friends were silenced precisely because they were giong to bring up the eligibility issue at the convention. Unfortunately I can’t remember names and details, pinging a couple of people who might remember.
Do either of you remember the friend of the Clintons who made that video about the other 2 friends getting killed, who were going to bring up eligibility at the convention? I think her first name was Beverly (yeah, big help!).

1. Are we supposed to believe that Obama lived so carefully and frugally on his college loans and scholarships---scholarships that no one can find anything about---during those four years that he was able to survive on college loans and scholarships alone? Give me a break.
2. And to add a bizarre element to his college expenses, Obama was able to squeeze in a trip to and from Pakistan during those four years. Who paid for that long trip? Mother? Grandparents? Friends? Obama himself? I doubt if Obama could have paid for such a long trip to and from New York to Pakistan all by himself.
3. I wish that a whistleblower at Occidental or Columbia would come forward with Obama's college application forms so that we can see once and for all if Obama registered as a United States student or as a foreign student.
I think it is a given that Chandoo (can’t remember his first name, begins with “M” IIRC), Zero’s butt buddy at Occidental, paid for the Paki trip. Chandoo was the son of some kind of Pakistanti political bigwig and very rich, while at Oxy Zero dressed in fine clothes and rode around with Chanoo in an expensive car, according to John Drew.
