I'm originally from the area and most young Ukrainian girls look like that. They also typically “dress up”, have full makeup and heels whenever out in public.
The thing about men is we crave variety. While most Ukrainians are very attractive by US standards, there isn't much variety if you live there. Even the most attractive girl in the world will get boring to look at eventually.
The “doll” look is different and may attract some of the men that have seen it all. Obviously the photos in articles about this are the most extreme “dolls” and look disgusting but I see how some of the more subtle ones can be attractive.

That is Kretchatik St. (sp) in old Kiev. Sitting on a bench under those gorgeous chestnut trees and watching the girls go by is a great way to idle away an afternoon.
