The fellows in the front row are all Field Marshal's, i believe. Also the fellow on the right that looks like a toad appears to be wearing the NK version of the Soviet ‘order of Victory’. It is the big five pointed star attached to his neck tie. The Soviets restricted that decoration to commanders of very large military forces who had led an army group or so in a victorious campaign . Such as Zhukov .

It looks like a lot of them are doubles. I guess unlike here in America where you get some device to indicate a double medal like an oak leaf cluster, NK just gives you another one.
