If this evidence is as strong as Zullo claims, the tactic that “we are not going to make public until we have the right opportunity” begs the question as to what venue remains for Zullo and Arpaio to go to. The courts have erected a firewall as has Congress and no AZ state prosecutor has responded to Arpaio’s clear evidence of forgery so far.
The GOP-e is committed to running non-NBC candidates so no cooperation can be expected there.
The Boy Who Cried Wolf comes to mind with the series of claims of evidence that proves forgery and yet the MSM blanket of suppression continues especially at FOX. Arpaio still comes on FOX but is muzzled on the BC forgery evidence.

I would think that “before” the election primary would be the best. and even right before the general election.
Foreign media. There may be "no controlling legal authority" of any kind left in the US, but if the world starts taking up the meme that Obama is an illegitimate President, that will at least cause him some discomfort on his foreign trips when he tries to act like King of the Known World.
