If Obama signs it, that is directly impeachable.
Of course, nobody would impeach him, but it would still be constitutionally impeachable.
A LOT of people... maybe into the thousands or tens of thousands will have to literally die because of Obama’s blatant incompetence before anyone will have the guts to remove him from office.

Remember, the President cannot unilaterally sign a treaty. Treaties require the approval of the senate. The examiner article is nothing more than blatant fear mongering.
